Urgent Call for Safety and Governance in the Age of Cognitive Warfare
Urgent Call for Safety and Governance in the Age of Cognitive Warfare
The Existential Threat
Neurological Weapons and Brain Control Technology, alongside other Cognitive Warfare tools and techniques, pose significant risks to society and humanity. These weapons are now using artificial intelligence to remotely assess, access, and affect the brains of unwitting subjects worldwide. AI-based Neurological Weapons use bio-coded signals based on the target's DNA to target specific key individuals, creating a highly effective environment for plausible deniability. The threat posed by this development is existential, as it has the potential to undermine the very foundations of our society and humanity.
The Need for Careful Planning and Management
As with AI systems with human-competitive intelligence, the development and deployment of these weapons must be planned for and managed with commensurate care and resources. However, this level of planning and management is not currently happening, and there is an out-of-control race among governments and organizations, including top global military powers such as the United States, Russia, China, England, France, Germany, Iran, North Korea, South Korea, Japan, Australia, and several other nations that have not agreed to this type of human experimentation, yet their citizens are victims of it, to develop and deploy ever more powerful cognitive weapons that no one can fully understand, predict, or control.
Call to Action: Immediate Pause and Governance Development
It is imperative that we approach this issue with the utmost care and caution, as the risks are significant and the consequences of inaction could be dire. We must ensure that powerful cognitive weapons are not developed and deployed through clandestine operations by military, intelligence agencies, black projects, private contractors, or other non-elected individuals without proper oversight from elected officials. The potential for abuse and misuse of these weapons is too great to leave their development solely in the hands of unelected tech leaders or other non-elected individuals.
Victim Restoration and Autonomy
During this pause, it is also crucial to prioritize the victims of these highly advanced weapon systems. All victims should be immediately removed from the weapons program and placed into a therapy program that focuses on restoring their cognitive ability and discontinuing any disruptive effects caused by the Neuro-Weapons Supercomputer system. This restoration therapy program should include an equal opposite set of enhancement tools and techniques to counterbalance any disruptions the victim has experienced, ensuring above-average cognitive ability and access to moderately advanced cybernetic capability with smooth integration and full cooperation from the AI system.
In addition to the restoration therapy program, victims of these highly advanced weapon systems should be given the option to no longer participate in any further programs with full severance from the remote brain machine system altogether. It is important to respect the autonomy and agency of individuals who have been affected by these weapons and to provide them with the necessary support and resources to make decisions about their own well-being.
Furthermore, any severance should include strict protocols to ensure that the victim's cognitive ability is not adversely affected by the disconnection from the AI system. The United States Military has extensively researched the effects of post enhancement distress syndrome (PEDS). Victims of non-consensual disruptive brain control technology testing will surely experience post disruptive distress syndrome (PDDS).
Post-Disruptive Distress Syndrome (PDDS) is a condition that arises when an individual is subjected to prolonged and forced communication with a Brain-Machine Interface (BMI) system against their will. This involuntary exposure can lead to severe distress, anxiety, post-traumatic stress disorder (PTSD), depersonalization, derealization, cognitive impairment, emotional dysregulation, and social withdrawal. The severity of symptoms can vary depending on individual factors, and in extreme cases, PDDS can lead to self-harm, suicidal ideation, and even death. Unlike Post-Enhancement Distress Syndrome (PEDS), which results from voluntary reliance on a BMI system, PDDS stems from forced exposure and is characterized by severe distress and trauma, akin to psychological torture. The use of BMI systems for forced communication raises significant ethical concerns and highlights the need for stringent ethical guidelines and safeguards to protect individuals from psychological harm.
It is critical to provide victims with the necessary resources to recover and to give them the freedom to choose what is best for their own well-being. The severance option allows individuals to regain control of their cognitive ability and to make decisions about their own lives without the interference of outside entities. It is important that victims are not forced to continue to participate in programs that may have caused them harm or discomfort, and that they are given the necessary resources to recover fully and regain their agency.
Moving Toward Ethical and Beneficial Cognitive Weapon Development
By prioritizing victim restoration and establishing safety protocols and governance systems, we can ensure that cognitive weapons are used ethically and for the benefit of all. We must refocus our efforts on making today's powerful state-of-the-art cognitive weapons more accurate, safe, interpretable, transparent, robust, aligned, trustworthy, and loyal. This includes the development of regulatory authorities dedicated to cognitive weapons, oversight and tracking of highly capable cognitive systems and large pools of computational capability, and a robust auditing and certification ecosystem.
In conclusion, urgent and careful action is needed to address the risks posed by Cognitive Warfare tools and techniques, including Neurological Weapons and Brain Control Technology. By doing so, we can move towards a future where cognitive weapons are developed and deployed without causing harm or disruption to individuals or society as a whole.
